Qualifying Marks :-

Note :-

The candidates are not required to choose a role (of operator or supervisor) during the registration
process. The registration screen shall show the default entry as “operator/supervisor”. Any candidate that obtains 117 or more marks shall get certified as supervisor, whereas the ones getting 93 or more (but less than 117) shall be certified as operator. Candidates securing less than 93 marks shall be declared fail and such candidates will have to apply for retest and will have to write all the modules. The role of Master Trainer and Tech Support has been withdrawn thus no tests for the roles of Master Trainers and Tech Support are held.

Building and Other Construction Workers’ and Transport Workers’ Benefit Disbursement Service
West Bengal

Medical Cases
This benefit is available for both construction and transport workers. The amount of assistance is as follows:
Building and Other Construction Workers:
Total ₹ 80,000/- per financial year
a) Not more than ₹ 20,000/- per financial year in case of Medicine Treatment.
b) Not more than ₹ 60,000/- per financial year in case of Surgery.
Transport Workers:
Total ₹ 80,000/- per 4 calendar years.
a) Not more than ₹ 20,000/- per financial year in case of Medicine Treatment.
b) Not more than ₹ 60,000/- per financial year in case of Surgery.
c) Medicine+ Surgery : Up to ₹ 80,000/- per financial year


The Money Accrued in Beneficiary Account
This benefit is available only for construction workers. The amount of benefit is: Total money deposited + 8% simple interest in it. Locking period is 3 years after registration. This service is not available for death cases.


Purchase of Spectacles
This service is available both for the construction workers and the transport workers. Amount of benefit disbursed is the actual price of the spectacle but not above Rs 500/- in 3 years. Locking period is 6 months after registration.


Purchase of Instruments
This service is available only for the construction workers. Amount of benefit disbursed is Rs. 2000/-- one time. Locking period is 6 months after registration.


Purchase of Cycle
This service is available only for the construction workers. Amount of benefit disbursed is Rs. 3000/-- one time. Locking period is 6 months after registration.


Physical Disability
This benefit is available for both the construction workers and the transport workers. Maximum amount of benefit disbursed is Rs 750/- per month.


Funeral Expenses
This benefit is available for both construction workers and transport workers. This is one-time benefit of Rs 3000/- only.


Maternity Cases
Maternity benefit is applicable to Female registered Worker and to Male worker for his wife. This benefit is Rs 6000/-per case, which can be availed twice. Miscarriage benefit is applicable to Female registered Worker only. This benefit is also Rs 6000/- per case, which can be availed twice.


Educational Assistance for Children / Self
This benefit is applicable to self, son & daughter. The amount of assistance is as follows:
i)                    ₹ 4000/- if studying in class 11 after passing Madhyamik or equivalent -- one time
ii)                  ₹ 5000/- if studying in class 12 after passing class 11 and passing Madhyamik or equivalent -- one time
iii)                ₹ 15000/- if holding rank in Joint or equivalent -- one time
iv)                ₹ 6000/- if studying for Graduation / Diploma after passing Higher Secondary or equivalent -- one time
v)                  ₹ 8000/- if studying for Post-Graduation after Graduation -- one time


Accident Cases
This service is applicable to Worker in case of Hospitalization / Plaster. It is available for both construction and transport workers. The workers cannot avail this benefit until 3 years of beneficiary registration. The rate for accident benefit is as follows:
First 5 days: 400/- per day, then 200/- per day, total up to 10,000/- per financial year


Death Cases:
This benefit is available both for the construction workers and transport workers. Rs. 50,000/- is available for normal death and Rs. 1,50,000/- is available for accidental death.


Marriage Assistance
This benefit is available for both the construction workers and transport workers. Amount of benefit disbursed is Rs 10,000/- per marriage. Worker can avail this benefit for self or children. Construction workers can avail this service thrice altogether (including children and self), while transport workers can avail this service twice altogether (including children and self). Locking period is 1 year for construction workers after registration and 6 months for transport workers after registration.


Housing Loan
This benefit is available only for Building and other Construction Workers and only after 5 years of beneficiary registration. Age of the worker should not exceed 45.


Details of TB Package
This service is available for both construction and transport workers. Amount is Rs. 6000/- per financial year.


Details of Pension
This benefit is applicable only if 5 years of registration completed before or on the completion of 60 years. Both construction workers and transport workers can avail this benefit.
Minimum pension per month is Rs 750/-. Rs 10/- per year will be added to minimum pension per month for each additional year of registration, e.g., Person having registration for 7 years on the completion of 60 years, will get pension per month 750 + 10 * ( 7-5) = 770.

Eye Check-up for Drivers
This service is available for the transport workers only. The amount disbursed is Rs. 500/- only.


Instructions and Requirements of Building and Other Construction Workers Beneficiary Registration

Eligibility Criteria:
  1. 1. The applicant must be a building or other construction worker engaged in construction work not less than 90 days in preceding 1 year.
  2. 2. The age of the applicant must be above 18 years and less than 60 years.

Documents Required:
  1. 1. Age proof – Attested copy of Birth Certificate from Hospital / Nursing Home / Municipality / Panchayat / School Leaving Certificate / Voter Identity Card / Ration Card / Driving License etc.
  2. 2. Certificate from Employer / MP / MLA/ Shabhadhipati, Zilla Parishad/ President of Shiliguri Mahakuma Parishad / Municipal Corporation Mayor / Chairman of Boro Committee / Panchayat Samity Pradhan / Municipality Chairman or Vice Chairman / Gram Panchayat Pradhan / Minimum Wage Inspector / Agricultural minimum wages Inspector / Councilor of Darjeeling Gorkha Hill Council / President or Secretary of the Registered Trade Union to which the applicant belongs.
  3. 3. Photograph – 1 copy for scanning.

 VLE Training


The objective of VLE training Programme is to equip the VLEs with all the skills that he/she would require for a smooth functioning of the CSC. To make it more effective. The training programme has been divided into various stages So that each VLE can effectively grasp the information being imparted. The various stages of the programme can be described as under. It starts with a basic orientation programme to acquaint the VLEs with the responsibilities entitled to them. This is followed by entrepreneurship based training so that the VLEs can add Maximum value to the CSC Programme. The next stage involves imparting technical training so that the VLEs are confident in handing the IT operations. Training on G2C service is the next step of the programme whereby the VLEs are informed about the available G2C service and their delivery method. Similarly, Training on the various available B2C service and their delivery mechanism is covered as the next step. It must be noted that each training session is conducted with quality guidance and learned supervision and the progress of the VLEs is closely monitored. The curriculum of the Training programme has been so designed as to enable the VLEs to conduct the CSC operation confidently and efficiently.

What is Village Level Entrepreneurs (VLEs)

Village Level Entrepreneurs (VLEs)


The VLE is the key to the success of the CSC operations. While content and services are
important, it is the VLE's entrepreneurial ability that would ensure CSC sustainability. A good
VLE would not be one who has financial muscle only, but somebody who has entrepreneurial
traits, strong social commitment as well as respect within the community. The quality of service
at the CSCs would be as effective as the quality of VLEs running them. Selection and proper

training of the VLE therefore would play a vital role in making the CSC success.

The Village Level Entrepreneur (VLE) is the first and the foremost part of e Governance Scheme. Vayam selects its VLE as per selection criteria suggested by Government. Responsibilities of the VLE

1. Effective Service Delivery: The VLE will provide all the services to citizens which are provided by CSC and thus , will act as a service delivery point through which the rural citizen benefits

2. Sales and promotions:- the VLE will be actively involved in Sales process of the product and services given to him with his skills and socials relationships

3. Feedback:- it is the responsibility of the VLE to provide the feedback at regular intervals to the SCA

4. Relation with government functionaries :- The VLE shall maintain cordial relationship with Government and panchayat functionary at the local level

5. The VLE will insure, without any prejudice, to provide all services to the rural citizens.

Common Services Centers (CSCs) are a strategic cornerstone of the Digital India programme. They are the access points for delivery of various electronic services to villages in India, thereby contributing to a digitally and financially inclusive society.
CSCs enable the three vision areas of the Digital India programme:

CSCs are more than service delivery points in rural India. They are positioned as change agents, promoting rural entrepreneurship and building rural capacities and livelihoods. They are enablers of community participation and collective action for engendering social change through a bottom-up approach with key focus on the rural citizen.
